ENTRY RULES

Calculate 3-month and 6-month relative strength of each sector ETF vs SPY | Average the two periods for final score | Buy top 3 sectors with equal weight | Only buy sectors with positive absolute momentum (above their own 200 SMA)

EXIT RULES

Sell any sector that drops out of top 5 at monthly rebalance | Sell if sector ETF closes below 200 SMA | Move to cash (SHY/BIL) if fewer than 3 sectors qualify | Rebalance on first trading day of each month
